Abstract
Examines the proposed reforms to ground rent under the draft Commonhold and Leasehold Reform Bill, analysing the legal framework and rationale for capping ground rents and transitioning to peppercorn rents through amendment of the Leasehold Reform (Ground Rent) Act 2022. Considers the reforms through the lens of Roscoe Pound's theory of law as social control.
